The municipal government invites the population to monitor official weather sources LINK See section at bottom. And residents are encouraged not to litter, which can clog the storm drains and cause flooding. Nautical tourism activities were suspended due to the effects of Tropical Depression #14, while the boats over 40 feet were allowed to cross between the mainland and the island, including the vehicle and passenger ferries.
The trash you throw on the street affects us all, since it causes flooding when the storm drains become blocked. Remember that taking care of the streets is everyone's job.
The municipal Civil Protection department attended to a fallen electrical transformer LINK (See Por Esto section) This article also notes that due to the passage of vehicles, the oil was spread along the section of road from the gas station to the Naval base, so it was cleaned immediately, and the CFE personnel were already changing the transformer, according to the head of the municipal Civil Protection department, Ulises Berman Graniel.

Some flooding downtown, but not in the colonias
The rain from Tropical Depression #14 cause flooding in the lower parts of downtown on Saturday morning, but not in the colonias. Some businesses were unable to open at their usual time, due to the early rain, but the problem was quickly resolved by the staff of Civil Protection who cleaned the storm drains. More rain is expected for Sunday and Monday. (See info below)
The head of Civil Protection, Ulises Berman, said his crews were working at various locations that are susceptible to flooding, noting that the have been doing ongoing cleanings and the drainage network around Salina Chica lake and Salina Grande lake are clean.
Mr Berman said they are working in a coordinated manner with the Public Services Department who conduct ongoing cleaning of the streets, to prevent trash and plant material from reaching the drainage grates and obstructing them. The Public Services Department is also conducting a Junk Removal Campaign, which takes place on Tuesdays and Thursdays between 11a and 2p, with the objective of preventing mosquito-borne diseases. Residents are asked to cooperate and keep their ards free of objects where water can accumulate.
State handball team qualifies for Semifinals in National Championship

The Quintana Roo handball team is made up mostly of players from Isla Mujeres. On Saturday they won their third match in the Campeonato Nacional de Primera División y Ascenso 2018 / First Division National Championship and Ascent 2018, qualifying for the quarterfinals.In other sports, the municipal inter-company rapid soccer tournament, with 16 teams, began a week ago and is coming to an end. The teams "Bepensa" and "Garrafon" qualified for the grand final and will play Wednesday evening at 9pm. The match for third place will be placed at 8pm, between the "Taxistas" and the "Dolphin Discovery" teams. The rapid football field is in colonia Salina Chica/
Electrical transformer fell & spilled oil on the street

Due to strong winds, an electrical transformer near the airfield fell into the street, causing an oil spill, and as a result, several motorcycles skidded, without any major consequences, fortunately. Personnel with Civil Protection came to the site and cleaned the 300 meter section, and a group of workers with the CFE came to replace the transformer. An advisory warning about the oil was spread on social networks, to try and prevent accidents, and it was cleaned up relatively quickly in the morning.It is noted that personnel with both of these agencies have been pruning trees in recent days, and removing obstacles, which in the case of the CFE means those that could affect the electrical lines, and removing junk. Residents are advised to remove any loose objects from the roofs of their houses before the winds get stronger and cause them to become projectiles.

The Harbor Master suspended tours and other nautical recreational services in the bay and to tourism sites like Isla Contoy, which is expected to continue until Monday, due to the effects of a low pressure system affecting the region since Friday night. (See info below). The fishermen were also restricted to port, and they expect the effects to resolve on Tuesday, but some forecasts predict cloudiness thru Wednesday. Pair of thieves in Isla Mujeres
Oct. 4 The two men who robbed the YZA pharmacy in La Gloria on Thursday had the same modus operandi as the two who robbed the YZA pharmacy on prolongacion Rueda Medina on Monday. The two men entered wearing caps and the one with the gun threatened the women, telling them to stay quiet. The other man blocked the door while the first stole the money from the safe and cash registers. The police received the report at 7:35 am and arrived immediately, but the thieves had already escaped. Ministerial police came to the scene and cordoned it off and began their investigation. A surveillance operation was established at the Maritime terminals, as well as intensifying patrols in the area, but as of this report there were no positive results. In the robbery on Monday, about 80,000 pesos were taken, and it isn't known how much was taken on Thursday. There is conjecture that the same two men did both robberies.

In response to the many cases of decompression which occur among the fishermen during lobster season, the doctor in charge of the hyperbaric chamber, Dr. Eli Garcia Molina, is recommending that each boat whose crew dives in deep water carry a small bottle of oxygen in case of accidents, to help prevent the complications of decompression. He is working in coordination with the Director of the Community Hospital, and organizing a series of prevention talks during the second half of October, which will include diving specialists with deep water certifications.
They are recommending that each baot have a first aid kit that includes a one-kilo oxygen canister, which would cost about 2000 pesos, and is considered worth the investment since it could save lives and prevent complications from decompression. There have been a total of 70 cases in recent lobster seasons, and there have been 36 cases so far this season. The most recent patient is still under observation on Thursday, and had suffered from Paraplegia, and present with purple skin which is a typical sign of severe decompression illness.
The doctor explained that the talks will be a reinforcement of what has already been taught in a personalized manner with each of the seamen who have been injured, advising them to respect the diving tables, and suggesting that they have a small portable bottle of oxygen and electrolytes to reduce the severity of the damage when the patients arrive.
These types of talks took place at the end of the 80's and beginning of the 90's, when there already was a high incidence of this type of accident. Among the speakers was environmentalist-journalist Ramon Bravo Prieto, who was not popular among the fishermen because of his stance about conservation of endangered species.
Fisherman suffers serious case of decompression
A fisherman-diver with the "Isla Blanca" cooperative suffered a serious case of decompression on Wednesday afternoon, which required about six hours of treatment in the hyperbaric chamber from before 4p to 9:30p, and then he was transferred to the Community Hospital to continue the rehabilitation process. By noon on Thursday the patient had improved and was being evaluated to see if he needed to return to the chamber.
The diver, Santiago Velazquez, 49, was diving several kilometers north of Isla Contoy National Park. He made two dives to 90 feet (~30 meters). The first descent lasted about 15 minutes because the compressed air hose kinked and he shot to the surface, according to the crew, which may have been the cause of his decompression. But he didn't feel any discomfort and a few minutes later he dove down again to spend an hour catching lobster.
Shortly after surfacing, he began to feel badly, so his colleagues contacted the staff of the hyperbaric chamber and returned to port, and he entered the chamber 40 minutes later. The doctor said the patient was hypertensive, which complicated the case. When he left the chamber, he was transported by the Red Cross ambulance to the Community Hospital, and he was very tired, and sleeping and snoring. This was his third decompression experience. There have been a total of 36 cases so far in this lobster season (which began July 1st and is over March 1st).
Information was provided by Dr. Eli Garcia Molina, who attended him at the chamber, who said that hours after the patient was transported to the hospital, it was discovered that he had another condition, since one of his kidneys did not work well.
The middle school "Benito Juarez" will celebrate 60 years
The celebration of the 60th anniversary of the middle school "Benito Juarez" will take place Tuesday, Oct 9 thru Friday, Oct 12. It will also be celebrated at each important event, including the Day of the Dead. The celebrations will include honoring the Lima Zuno family, and particularly Jose de Jesus Lima Gutierrez (RIP) who is considered the father of tourism in Quintana Roo and played an important role in obtaining services on the island for infrastructure, education, social services, and support for tourism.
The main event will take place on the Town Square on Thursday, Oct. 11 from 6p to 9p, which will include recognition for those who have retired from the school and others, and an artistic-cultural event. On Monday, Oct. 8 there will be an artistic presentation by the aspirants of the "Miss 60th Anniversary" competition, under the campus dome from 10a to 11a.
On Tuesday, there will be a formal opening event, and a presentation by the best aspirants for the Miss 60th Anniversary contest, as well as a contest for the best poster and logo for the festival. The former will be crowned and the winner of the latter will be announced.
On Wednesday, from 10a-11a, the town historian,Fidel Villanueva Madrid, will talk about historical facts and what it represented to have a school on the island when the populations didn't exceed 500 families. Then there will be a Zumba presentation, films, a women's basketball game, and a sculpture workshop, which will conclude at 1:30p.
On Thursday, from 10-11a, there will be a contest of knowledge, a chess tournament, men's basketball games, and the general rehersal for a cultural-artistic event to be held on the Town Square from 6p to 9p
On Friday, from 7a to 8a, there will be an anniversary race, departing from the school and going down Rueda Medina to the Playa Centro beach, which is a total of three kilometers. At the beach, there will be sports and recreational activities, after the race. At 10am, "Exatlon" will begin, at that same location, and the week's activities will conclude there at 1:30p.
The general public is invited to attend the main event on the Town Square on Thursday (6p-9p), which is expected to be very enjoyable.
Also, the public is encouraged to share old photographs with Jesus Gamboa, whose cell number is 998 103 5973, because they are preparing a photographic exhibition on the campus going back to its birth. There is also a document signed by the 13 members of the first graduating class, from June 30, 1961, which also has the name of Mr. Jose de Jesus Lima Gutierrez, where the educational community expresses its deep gratitude and "extended a certificate of honor to the merit for his enthusiastic participation in the foundation of the institution".

The NHC has classified this system as a Tropical Depression (#14) & expects it to develop into a Tropical Storm later today as it passes thru our area, where storm warnings are in effect. It is moving slowly at 3 mph (6 kph) to the N-NW. On the forecast track, the center is expected to move through the Yucatan Channel Monday morning and then across the eastern Gulf of Mexico late Monday through Wednesday.
WIND: Tropical storm conditions are expected to first reach the coast within the warning area by this evening or tonight, making outside preparations difficult or dangerous.
RAINFALL: Total rain accumulations of 3 to 7 inches are expected over
western Cuba and 2 to 4 inches over the Yucatan Peninsula, Belize, and
northern Honduras through Tuesday.

The first graphic below indicates the center of the storm should be here between midnight & dawn tonight & the second says the earliest anticipated arrival time of Tropical Storm force winds (39-63 mph) is early evening (or late afternoon) today. The third indicates we have a 50-60% chance of experiencing winds over 39mph, while the fourth says we have less than a 10% chance of experiencing winds that are 58 mph or stronger (or maybe 10-20%). There's another graphic showing we have a zero percent chance of experiencing hurricane strength winds (74mph or more). The rainfall estimates are only 2-4 inches for the Yucatan peninsula.

At this time of year, Mexican families remember & celebrate their departed relatives. Hanal Pixan is the name of the Mayan celebration. Altars are made with photos of the deceased, where offerings of favorite foods and items are placed, copal incense is burned, and marigold flower petals are often used.
All Saints Day & All Souls Day, Nov. 1 & 2, are the Dias de los Muertos...one for children, one for adults, when families visit graves & clean & decorate them. On the island, these are private moments in the cemeteries, not public celebrations like in many parts of Mexico. Try some seasonal Pibi Pollo tamales & Pan de los Muertos pastry.
There is usually a silent procession from the Cemetery down Hidalgo, ending at the Casa de la Cultura, where there are usually altars representing various regions of Mexico, and a Catrina contest. Most of the participants in the procession are in catrina makeup or wearing regional clothing, and the rest are in white, and they carry candles.
Efforts are made to not let the Halloween overshadow the Mexican celebrations and traditions, and there are usually altar contests and/or exhibitions in the schools. There have also been competitions on the Town Square, and altars can be seen in various businesses, at the Town Hall and they are present in many homes.
