Start of “Temporada Vacacional Verano 2018”/Summer Vacation Season 2018" LINK  
 On Tuesday, the operation "Summer Vacation Season 2018" began,  in which various federal, state and municipal agencies will work on preventive measures in Isla Mujeres for the holiday season from July 10 to August 13. 
   The Director of the municipal Fire Department & Civil Protection agency Helman Ulises Berman Graniel, spoke at the installation of the Committee about the importance of redoubling efforts to prevent accidents during this summer season when the number of tourists visiting the municipality increases.
   He said there will be more than 200 participants in this operation, from agencies including, SEMAR (Department of the Navy), the Mexican Red Cross, APIQRoo (state Port Administration), ZOFEMAT (Federal Maritime Zone agency), the municipal department of Public Safety and Traffic, the Fire Department and Civil Protection agency, Ministry of Health, Aguakan, and the CFE (Federal Electrical Commission). They will carry out patrols and surveillance tours, for prevention in the tourism and beach areas, with full adherence to principles of legality, objectivity, efficiency, honesty, professionalism and respect for Human Rights, to provide a peaceful environment for the community.
     The City General Secretary attended as representative of the Mayor and thanked the agencies and individuals for their efforts to maintain our municipality as the safest in Quintana Roo. He said the municipal government is committed to working to ensure perfect coordination between the three levels of government to prevent or respond to any emergency that may arise. 
    He said, "As always, our main interest is to avoid any type of incident that could damage the integrity of visitors and islanders, so preventive measures will be a core part of the summer operation 2018.Names of officials in attendance are given.

Advising preventative measures against influenza LINK  
- The first cases of  AH1-N1 influenza in the Quintana Roo  have 'lit the red lights' and therefore, the Ministry of Health has begun advising the public how to avoid infection. 
     According to the website of the National System of Epidemiological Surveillance (SINAVE) of the Federal Ministry of Health, as of July 5 there were 23 confirmed cases and another 251 under special surveillance (in Mexico). The three states of the Yucatan Peninsula are among those with the largest number of cases in Mexico, with 40 in Yucatan, 23 in Quintana Roo and six in Campeche. The website says the disease has claimed three lives in Quintana Roo.  
     Therefore, the Ministry of Health has recommended focusing attention on preventive measures to prevent the spread of this virus to avoid it becoming a serious health problem as happened in 2009. Isla Mujeres Municipal Director of Health, Dr. Leily Osorio Mares, recommended not going to public places, avoiding physical contact, avoiding handshakes, hugs, and greeting by kissing. Sick people should be careful about how they cough and sneeze.
      She said, "When a person coughs or sneezes, it should be done in the elbow or in a handkerchief, which should not be made of cloth but should be disposable, and which will be thrown away after being used and not kept for another use, whether to dry sweat or for another cough." 
         It is also recommended that people who can have access to any vaccination against influenza obtain it, especially for people at high risk such as diabetics and those with hypertension, people over 60 years, children under 5 years, immuno-compromised patients whose defenses are always low and especially pregnant women. 
        She clarified that at the moment there is no vaccination program against influenza, since this outbreak of influenza is out of season, and the vaccination time is in winter season, and will be up the Ministry of Health to determine the appropriate action.

Isla Blanca vehicle ferry could resume operations soon  LINK 
  Everything seems to indicate that the "Isla Blanca" vehicle ferry could resume operations in a matter of days, since they are currently waiting on one final inspection by the Department of the Navy, who took over management of the ports on a National level, some months ago.
   They have corrected the observations made by inspectors with the SCT (Ministry of Communication and Transport), as well as those of the General Director of Ports and the Merchant Marine (Navy) in regard to the "Isla Blanca" ferry, owned by the company Maritima de Isla Mujeres.  
        One of the employees explained that they have already obtained the permit for mixed transport of  cargo units, cars and passengers, which will  prevent the annoyance caused to users when they have had to divide their family when leaving Isla Mujeres.  
     The employees explained that there has been a lot of work that has been done to keep this ferry in top condition, in addition to this  paperwork and paperwork directly from Mexico City, with considerable investment, since the inspections by the maritime authorities have been meticulous. 
      They said that the requirements to provide this service include about 20 permits, of which  seven  had to be completed in recent months in order to put the ferry "Isla Blanca" back into operation. Normal service is expected to resume after this final inspection is completed.

1. Influenza is spread which is by contact with droplets of saliva in the air by infected persons coughing or sneezing, by direct contact with infected persons by kissing or shaking hands, or by contact with items touched by infected people such as telephones, doorknobs, and handrails. It is not caught by consuming pork.

2. Hygiene recommendations for preventing contagion include washing your hands frequently with soap and water and covering your mouth and nose with a disposible tissue when sneezing or coughing and dispose of it in a manner to prevent contagion. Wear a mast if you have symptoms. Don't allow coughing or sneezing in front of you, respectfully share the previous recommendations with the person. Avoid contact with items used by a person with symptoms. Have up to date vaccination schedules for those who are most vulnerable.

3. If you experience the exact aforementioned symptoms, stay in your house with the windows open and immediately the lines for attention in your municipality to report your case. If you don't have these precise symptoms, avoid the health centers, because there you may expose yourself to greater risk.  This new virus doesn't have a vaccine available, so the common vaccinations against flu don't offer protection. Don't self medicate. Stay informed about the outbreak and recommendations to prevent its spread.

Outbreak of influenza causes concern

   July 10   After a high number of cases of influenza AH1N1 were reported in the neighboring state of Yucatan, the health authorities of Quintana Roo implemented a 'sanitary fence' (un cerco sanitario) to prevent its arrival to this state, however there has been a death on the island where this is the suspected cause. Felipe de Jesus G.G., a nautical entrepreneur who was well known among the entire community, had apparently contracted the virus, although, the municipal Director of Health Dr. Leily Guadalupe Osorio Mares said that this has not yet been confirmed or ruled out.
   . She said, "We hope that the results show that it was not influenza. There are no vaccines available institutionally, at least not at the Community Hospital, since this is out of season because the virus most frequently occurs during the months of November to February, and therefore this is not the time for vaccines. In any case, vaccines would be sought from the Ministry of Health."
       She said the municipal Health Department has undertaken promotion to prevent the influenza virus AH1N1 after an outbreak was registered in the neighboring state of Yucatan. She mentioned that many families in Isla Mujeres have Yucatecan roots and trips to the state are frequent, as well as many tourists who have visited places of interest in that state. 
        She said, "The important thing is to take preventive measures and make them available to the community in general. It is imperative that if you experience symptoms such as persistent cough, temperature of over 39 degrees Celsius and intense joint pain, you go to the medical unit immediately, so that laboratory tests can be done as quickly as possible to confirm or rule out the presence of the virus. 
           Dr. Osorio Mares said that the main recommendations to avoid catching the influenza virus are to minimize physical contact, that is, not to greet with handshakes, kissing or hugging; to avoid being in public places; use disposable handkerchiefs and throw them away immediately; wash hands frequently; use disinfectant gel; and follow advice about coughing and sneezing, not into your hands. 
      She acknowledged that some suspected cases of influenza have been detected in Isla Mujeres and work is being done, in conjunction with the Department of Epidemiology of the Community hospital, to confirm or rule them out. It is clear that young Filipe de Jesus G.G. was one of the cases where the presence of the virus is suspected, however we will have to wait for the results to know the truth.

Good start to the lobster catching season

  July 10  Since the beginning of the lobster season on July 1st, the fishing cooperatives of Isla Mujeres have caught about two tons of live lobster and about a ton of tails, in addition to approximately four tons of fish, mainly grouper, boquinette (hogfish) and other popular fish, according to Baltazar Gómez Catzín, president of the Regional Federation of Fishing Cooperatives of the State.
     He said the production from Isla Mujeres is part of the nearly 35 tons of whole lobster and about five tons of cola collected in the coastal municipalities of Quintana Roo. He said although the season has just begun, it is clear that lobsters are being found in more abundance in the south and center of the state, between Chetumal and Punta Allen, which he attributed to better compliance with respecting the closure period. 
     He said during the closure season, there was repeated poaching by 'irregular' (illegal) fishermen, as well as by some who have permission (during regular season) in the northern part of the state. There was also poaching of Queen conch and both species were offered on social networks with total impunity, a situation that has obviously affected the permit holders of northern Quintana Roo during these first days of the season.  
       "Technically fishermen have been working at catching lobster for nine days and until now the weather conditions have been good for the capture, in nets, traps, and diving.  In general, the season is not so good; on one hand because of poaching, and on the other hand because at the beginning of the season there is less product, but they are working with confidence, and on August 1st the octopus season opens, which offers another option for the fisherman.". 
   He recalled that in mid-June at a meeting at the facilities for the Federation of Cooperatives, they agreed to set the recommended prices at 600 pesos/kilo for tails and 400-450 pesos/kilo for live lobsters (Por Esto gives this backwards).
   He said that since the beginning of the season, there have already been three cases of decompression of different degrees of severity, mainly because the fishermen don't respect the timetables for ascent. He noted that the hyperbaric chamber has also provided treatment for patients with 'diabetic foot', even during the four months of closure of the lobster catching season. 
   He also noted that he will be leaving his position as president of the Hyperbaric Chamber Board, coinciding with the entry of the new municipal administration, when the new administration of the Board of the Hyperbaric Chamber will also be appointed. 
   He took this opportunity to remind the buyers, and community in general, that since Saturday, there has been a change of location for the fishermen of the Justicia Social cooperative. After the new owner took over their former space, he had allowed the fishermen to leave live lobsters in cages under the dock until they finished preparing their new facilities at the Makax lagoon, in front of the Naval housing. Since Saturday, the general public has been served there, when an 'enrejado'  (fencing) was installed at the main access of the facilities that were located in front of the Harbor Master's office (downtown).

  There was a good influx of tourist on Tuesday, with ferries arriving at near-capacity, as well as other boats bringing visitors to the isle. However long lines of people were not arriving on the car ferries, which have been unable to provide passenger service since the middle of the busy Easter holidays. However, the "Isla Blanca" ferry is expected to join the "Sergio Garcia" ferry in upcoming days, when it completes its final inspection. The good news is that its permit has been processes for mixed transport, of both vehicles and passengers.
   The weather was pleasant and the port has been opened for general navigation, which is expected to continue until at least Sunday, and there has been a good demand for nautical services, especially for the boats of the cooperatives offering tour to the reefs of El Farito and La Cuevita, as well as to MUSA, the Underwater Museum.  Many people were enjoying the beaches and swimming, as well as renting golf carts, or shopping.
   Hoteliers expect to reach 90% capacity and some have reservation books indicating their occupancy will be at 100 percent during the second half of July and the first half of August. It is noted that the other two ferry companies are offering lower rates than Ultramar, despite the fact that Ultramar only pays a per passenger fee to API (State Port Authority) of 50 centavos, while Marinsa and Naveganto pay 5 pesos per passenger.

   Although summer holiday season has just begun, the amount of trash being generated has already increased by about 15 percent, and is expected to increase even more as the season progresses. Pablo Moreno Povedano, director of Public Services, said that under normal circumstances, around 42 tons of solid waste are collected (daily) from Monday to Friday and around 50 tons (daily) on Saturdays and Sundays, when the number of visitors increases. However, since the holidays began, they are collecting 50 tons/day on weekdays and up to 60 tons/day on Saturdays and Sundays, which represents an increase of approximately 15 percent. 
   He said that during high season, the island receives an average of 25,000 visitors daily, while normally on weekdays the average number of tourists is 15,000, and this difference represents a significant increase in garbage. 
   Regarding the waste piled up in the transfer station, Mr. Moreno Povedano said that of the 480 tons that accumulated in the month of April, work has been done during the past 60 days to remove it, and it is estimated that there are about 280 tons remaining that need to be transported to the landfill on the mainland. (In other words, there is still a backlog from the Easter holidays.) He said there are two large "gondolas" at the Trash Transfer facility,  which together have a capacity for 33 tons, in addition to the 30 ton capacity of the tractor-truck (tractocamion), which gives them the ability to move about 63 tons daily to the sanitary landfill.  He said that two additional routes have been implemented, one in the morning, at an unspecified time and another at 4pm, in order to keep the main streets and the tourist areas clean. 
   In conclusion, he explained that talks were held with the marinas of Isla Mujeres and it was agreed that a truck would arrive every morning at 8am to collect trash.

with the remnants of Beryl is located over much of the Bahamas and
extends northwestward over the western Atlantic for a few hundred
miles. Little or no development is expected today, but conditions
could become a little more favorable later in the week while the
disturbance moves slowly northward over the western Atlantic. The
previously scheduled Air Force Reserve reconnaissance flight to
investigate the disturbance this afternoon has been canceled.

Sunday, July 1 Election Day Polls open 7a-6p Alcohol will only be sold to foreigners with food purchase at businesses with a food license, until the 48 "Dry Law" expires at midnight. Mexico will electsa president for a single six-year term, and 628 members of the national congress, who for the first time in nearly a century can be reelected. Voters are also choosing nine governors, ~1600 mayors, and thousands of state and local lawmakers. 

Monday, July 2 Mexico vs Brazil 9a  World Cup  Islanders can watch at the large screen on Playa Centro provided by the Posada, or at a variety of bars.
