         The staff of the Integral Port Administration of Quintana Roo (APIQRoo) said that the water leaks in the maritime terminal during the rain were not due to structural failures, but were caused by a coating problem, which is being attended to already, with application of sealant, to prevent the leaking. 
         Rosa Elena Ríos Fernández, director of the Apiqroo, said that the leaks were not caused by failures in the structure, but rather because the coating was cracked by the sun, and new coating is already being applied to solve the problem.
      Regarding the likelihood of a structural failure in the building itself, she said that she will consult with the engineering department  of ​​APIQRoo to issue an opinion on the matter or to know if it already exists, from an earlier review.
            Recently, on rainy days, leaks were reported in the waiting area and in the toilets, which have been taken care of, and users commented about how it has not been long since the property opened. It should be noted that the construction of the Maritime Terminal of Isla Mujeres cost 32 million pesos, with an area of ​​1,700 square meters.

   Recognition and awards were given to young Rapid Soccer players at the field in colonia Salina Chica by the director of the Institute of Sports and Recreation, Natanael Gallegos Salinas, representing the municipal president, Juan Carrillo Soberanis. He was accompanied by the president of the Municipal Rapid Soccer League for Children and Youths, Luis Cab Alcocer, and the vice-president of the league, Henri Bote Campos.

        On the occasion of the commemoration of the month of the Fight against Breast Cancer, the president of Isla Mujeres, Juan Carrillo Soberanis, accompanied by his wife, the honorary president of the DIF social service agency, Mrs. Paola Orrico de Carrillo, performed the lighting of pink lights outside the Town Hall.   
        The mayor stressed the importance of increasing awareness programs about this disease and explained that it is vital for both women and men to perform periodic check-ups to detect it in a timely manner.  
         The Mayor said, "We cannot cure the disease by switching on lights, but we can do this to help create a greater awareness of the importance of prevention to detect breast cancer in a timely manner. With the DIF, this month we are working to strengthen the breast exam program so that as many people as possible can access this program.".
           In this way, the government of Isla Mujeres reaffirms its commitment to the health of women and men in the island, coordinating with the municipal DIF with various awareness activities and making free screening programs available to women to prevent and treat this disease.

       As part of the activities carried out within the "State Work Safety and Health Week 2017", a fire drill is performed at the facilities of the Department of Economic Development located at the Community Development Center in colonia "La Gloria". The simulation took place at 4:00 p.m., when personnel at the office, as part of the reenactment, alerted the emergency personnel about an alleged fire in the kitchen area, which activated the elements of Civil Protection, Firefighters, Municipal Police and Red Cross, who arrived at the scene in less than five minutes.

      Kilma Karina Figueroa Rejón, director of Pueblos Magicos in Isla Mujeres, reported that the island gained the status of Pueblo Mágico on September 25, 2015, therefore, from September 27 to 30 of this year and within the framework of World Tourism Day various activities were carried out. On September 30th, activities culminated in the delivery of awards to tourism service providers, for their commitment to the Pueblo Magico, and later a musical evening was provided by the band "Marconi".
      The tourism sector reports that in two years there has been a greater increase in the percentage of visitors receiving, and consequently, in the levels of hotel occupancy. Ms. Figueroa said that the island is working on staying in the program of Pueblos Magicos. "We are already in our second period, we are doing very well. We are fulfilling the requirements one by one to maintain the designation."
      Ms Figueroa Rejon concluded,  "The promotional efforts of the municipal government, in coordination with state and federal agencies, to encourage tourism to this destination contribute to a greater number of visitors arriving, keeping Isla Mujeres as one of the most important beach destinations in the country; we all have a love for this Pueblo Magico that has become a successful destination."

The discounts are being offered from Oct. 1 to Nov. 30 for various procedures, services, surcharges and fees are 25% in Urban Development, 30% in Civil Protection and 50% in Municipal Transit.In addition, a 100% discount on fines and property tax surcharges is offered. For garbage collection service, the discount is 25% on updating and 15% on current payment. (Businesses are charged for collection and it is free for residents.) Taxpayers will be able to catch up at the Municipal Treasury boxes on the ground floor of the Town Hall and at the police station.

 Mon. Oct. 2       The director of Civil Protection of Isla Mujeres, Ulises Bermán Graniel said that the water level in the lagoon bodies in Isla Mujeres are monitored and under control. He said that the lakes are being monitored constantly, and beacons have been installed that alert them when there is an increase in water levels. He said the bilge pumps have been operating for four days, decreasing the water levels.
        It is important to note that the salina lakes function as collectors of much of the rains that fall, in addition to the runoff that continues for more days. Bermán Graniel commented that until yesterday they had been able to lower the water levels by four inches at Salina Grande, and the pumps are continuing to operate around the clock.

Boaters ask that buoys by El Farito be respected LINK  
        As a safety measure both for tourists and for the reef in the area of El Farito lighthouse, the nautical community of Isla Mujeres are asking that the catamarans and tourist boats be careful and respect the buoys that surround that area. They are complaining that those boat moor to the buoy ropes, leaving them broken, instead of mooring at the beginning of the reef once the tourists have gotten in the water.
          SEMARNAT has organized the removal of the broken buoys and to exchange them for new ones, with the support of the boat tour providers known as "Bahía Isla Mujeres", which should be done in upcoming days. The "Bahia Isla Mujeres" group also performs cleanups on the beaches and in the ocean during its guided tours.


No progress on lack of urban transport LINK   
The eighth alderman, Carlos Gamboa Ortiz, said that almost a year after submitting the application to seek a  provider for the collective urban transport concession, there has been no respons from the Transportation Commission
     He spoke about the difficulties for the students, who pay a discounted rate for taxis of 8 pesos, but many drivers don't pick them up. He said it would also benefit the problem of traffic congestion, since parents wouldn't have to transport the students on their motorcycles. He said it wouldn't affect the taxi drivers, since many of them are ignoring the students, but it would also represent a saving for them, because the bus ticket could cost less than 8 pesos.
        He concluded by saying it would also benefit the workers and he pointed out that all the municipalities have urban transport and it is unheard of that the island does not have this service.

Oct. 2  The five cooperatives that provide nautical tours reported zero income due to a week of poor weather, and the dive shops are also waiting for the weather to improve. The fishermen have also been affected because boats under 40 feet have been restricted to port.

Oct. 2  Residents at the southern part of the isle are asking the Ecology Department to sanction a family that leaves our small dogs loose in the street, who bark to be fed and prevent the neighbors and tourists from sleeping. They are complaining about a lack of response from agency's Director, Jose Gonzalez.
   On Sunday, some workers were late to their jobs due to intense rain which continued until after 10am, but there was not much absenteeism by workers or students on Monday, when the rain stopped at dawn. Civil Protection asks for cooperation from residents to remove trash and brush from the public roads and sidewalks and to avoid littering which clogs the storm drains.

   It is also noted that APIQRoo has requested the reversal of two controversial contracts transferring public docks to private individuals, which have been submitted to the administrators of the Ports at the Ministry of Communications and Transport (SCT). These bad agreements were made by Ercé Barrón Barrera, former director general of the APIQRoo,and are alleged to have been made as favors for influential local and national politicians, using 'borrowed' names. 
    According to documents obtained by Por Esto, Mr. Ercé ceded a large area of the port to Francisco Manuel Carreño Martínez, administrator of the "Operadora Nautica del Sureste, SA de CV", which includes the concrete pier located south of the car ferry terminal, with about 300 linear meters of beach and over 17 square meters of water. All of this was granted for the meager cost of "five percent of your gross annual income, plus taxes." A preliminary project of a marina complex for 300 yachts was announced for this area. 
       The wooden pier formerly used by the Magana ferries is now called "Muelle Azul" which is operated by businessman Jesus Rábago Orozco, who acquired it on February 22, 2016, in the final part of the last state government administration, to pay 8000 pesos a month plus taxes . It occupies 164 square meters of the pier.

At this time of year, Mexican families remember & celebrate their departed relatives. Hanal Pixan is the name of the Mayan celebration. Altars are made with photos of the deceased, where offerings of favorite foods and items are placed, copal incense is burned, and marigold flower petals are often used. The schools usually have altar contests & displays, there's usually one in the Town Hall, and last year there was a display of altars representing different of Mexico at the Casa de la Cultura.
        All Saints Day & All Souls Day, Nov. 1 & 2, are the Dias de los Muertos...one for children, one for adults, when families visit graves & clean & decorate them. On the island, these are private moments in the cemeteries, not public celebrations like in many parts of Mexico. 

   There is usually a silent procession with residents dressed in white, black, and traditional clothing, and many wear Catrina makeup. In addition to keeping these traditions alive, Halloween is celebrated enthusiastically on Hidalgo. Bring lots of little items & be prepared to be mobbed by cute kids and to enjoy the various impressive, clever homemade costumes.

  The Mexican Red Cross Facility Isla Mujeres is in La Gloria, telephone 8770280. Here are lists of what is required, based on evaluations of needs & damages. No water, No clothing, No medicines.
For the Food kits: Nonperishables in cans & bags, not the big bulk cans or pkgs: Tuna, sardines, beans, rice, lentils, dry pasta, canned veg & chiles, broth, salt, mayo, cooking oil, instant coffee, sugar, jam, chocolate powder or tablets, cookies & crackers.

Hygiene kits: TP (4 rolls), Feminine napkins, toothbrushes & paste, shampoo, bar soap, razors.
Baby kits: Diapers (12 pk), wet wipes, baby oil, baby talc, neutral soap, shampoo, baby bottles, baby food, honey for babies, blankets
Cleaning kits: Detergent, cleaning soap, brooms, brushes, dustpan, buckets, squeegees, mops, rakes

 The DIF social service agency is seeking donations of medical supplies, clean clothing, and bottled water at the CRIM (physical rehab) facilities in La Gloria and at Chedraui., including disposable gloves, masks, gauze, bandages, surgical supplies & gloves & scrub brushes, IV equipment, syringes, hydrogen peroxide, antiseptic, and tape, as well as clean sheets, blankets, personal hygiene items and unexpired medications. 9a-4p at the DIF.

The Navy is seeking donations of  non-perishable foods such as oil, sardines, tuna, easy open cans fo cans of beans, rice, lentils, milk powder, salt, pasta soup, biscuits, jam, mayonnaise, bouillon, chocolate powder or tablets.As well as: toilet paper, bar soap, feminine towels, toothbrushes, toothpaste, coffee, sugar, razors, shampoo; as well as tools and materials for debris removal and first aid. No water will be received."If any commercial company wants to make any contribution of food, they can do it in cardboard boxes to facilitate transportation. 8a-8p at the base.For more information, call 01 (998) 877 01 94.
