Tuesday morning at a meeting of the Technical Advisory Council and the Tourism Council of Isla Contoy, held on the Naval base, it was reported that at least a dozen boats have not met their payments for the maintenance of the facilities. The staff of "Amigos de Isla Contoy" explained that this amounts to ~30,000 pesos, This money is used to maintain the facilities, including the pier, the walking paths, the restrooms, the grilling area, and the public areas in general. If these debts are not paid by Wednesday, the vessels and the tourists they have on board will be denied access to the island.
The staff of the Protected Area and of Amigos de Isla Contoy agreed that the licensees have always complied with paying this fee, but recently due to reasons of time and because the person in charge of these fees has been on vacation, this had caused a delay or accumulation of the fees owned by the licensees. They reiterated that the licensees have always complied with the payment requirements, as well as trying to maintain the best conditions possible in the protected area, which serves all the boats that bring tourists to this location. The boats who need to pay their fees include “Obikue”, “Toitan”, and “Fantasea”, among others.

Martha Patricia Puc Laines replaced Mauricio Barbosa Vega as Deputy Inspector (Visitaduría Adjunta) of the Human Rights Commission in Isla Mujeres, (CDHeQRoo), after Sr. Barbosa has served three years at this location. This will be formalized when the President of the Commission visits in upcoming days.
Sra. Puc said she is reviewing the current cases and acknowledged that the office in Isla Mujeres handles very few cases. She expects to attract more cases, using different strategies, with various programs to publicize the presence and actions of the Commission, at different areas around town.
She said there have been about 30 complaints, with most of them directed at the Police, alleging personal abuse or misapplication of justice. She said there is a program in place for the Continental Zone, also. Sr. Barbosa said the changeover is due to institutional changes and he will be rejoining the Assistant General Inspector (Segunda Visitaduría General) in Cancún.

Studies begin to rescue the salinas/lakes
On Tuesday morning students from the University of the Caribbean (Universidad del Caribe), in
coordination with the Department of the Federal Zone (Zofemat)
of the city of Isla Mujeres, began taking surveys among the residents of the colonias of Salina Grande and Salina Chica. Last month on July 10th, the City and the University signed an important agreements to identify the causes of the severe pollution of Salina Grande lake.
For this purpose, 15 university students, accompanied by their teachers, arrived on Tuesday. Rosiluz Ceballos Povedano, one of the teachers, said the goal is to identify social, economic, and environmental practices that the residents have in relation to the lakes in order to create proposals for their future recuperation and maintenance. The students were assisted and guided by the staff from ZOFEMAT while they visited ~120 homes.
This is the first step of the three planned stages: diagnosis, recovery, and maintenance. The students involved in this project are studying for different careers including environmental and industrial engineering, business innovation, and international business, among others. The Director of ZOFEMAT, Carmen Nahuat, said the results were positive on all counts, because once they identify the factors involved, work can be done to improve, rescue, and clean up these bodies of water.

The Women's Institute and the Institute for Job Training are offering classes in hairstyling, which have begun, to give tools to the women of the municipality to help with their family budget. Upcoming courses include hair cutting, sandal making, and baking.

The Director of the high school, Colegio Bachilleres in Isla Mujeres, Alberto Fernandez Gutierrez, said that all the students who were allegedly defrauded by the former director, Javier Solis Martinez, will have their money paid this year.
