Monsenor Pedro Pablo officiates at historic Mass: Confirming 74 children in the main park

ISLA MUJERES, 4 de diciembre.-
Yesterday, as part of the festivities honoring the Virgin of Immaculate Conception, a mass took place downtown, with confirmations of 74 children. It was conducted by Monsenor Pedro Pablo Elizondo Cardenas, and it also celebrated his ten years of being in front of the Prelatura Chetumal-Cancún, and the birthday of priest Raul sanchez Alonzo. 
    On December 8th, these children who were confirmed will receive their first communion, at a mass at 10am at the Church of Immaculate Conception. On that same day, at 3pm there will be the traditional maritime procession of the Virgin of Immaculate Conception in the Bay, and then a tour of the main streets before returning to her niche in the church., which marks the end of the festivities. 
   Meanwhile the festivals continue at the guilds, and Thursday, Dec 4 the celebrations took place at the union of the cooperative Patria y Progreso, of the apostolates of the Sacred Heart of Jesus church in La Gloria, and at the Department of Public Safety (the police). 
      On Friday is the most activity with celebrations at:  la cooperativa “Adolfo López Mateos”, of the  Barrio de Pescadores, of the Jóvenes (the youths), of the colonia Salina Grande, and the most anticipated, the gremio of the Señoras.
   On Saturday is: The tourism cooperatives  “Isla Mujeres” & “Isla Bonita”, the fishing cooperative“Por la Justicia Social” and the gremio of the Families.
  On Sunday, Dec. 7th the Virgin of Immaculate Conception will be taken thru the main streets of the island,  starting from the church on the town square, and will be celebrated by the union of the Mobile Vendors, a grand kermes, and later the Las Mañanitas a la Virgen (Serenading her with the birthday song, before her birthday/her saint's day begins at midnight.)
  On Monday, Dec. 8 there will be the mass for those having First Communion, the celebrations of the gremio of the Conchitas (that is the 'nickname' of the Virgin of Immaculate Conception in Isla Mujeres), the maritime procession at 3pm, the procession on land, and the returning of the Virgin to her niche in the church, which marks the end of the festivities.



City Council gives green light for the municipality to participate in "Mexico Conectado" program

ISLA MUJERES, 4 de diciembre.-
 “México Conectado” is a project of the Federal Government, thru the SCT, Department  of Communications and Transport, to ensure the constitutional right of access to broadband Internet service as stipulated in the 6th Article. To achieve this objective the program promotes the deployment of telecommunications networks to provide connectivity in public areas including schools, health centers, libraries, parks, and community centers, by the three levels of government; local, state, and national.
   At the City Council meeting on November 21st, an agreement was signed with the Executive Branch of the state government and with the SCT for coordination of actions and resources to assist in carrying out the activities of the Mexico Connected project in Quintana Roo.The City of Isla Mujeres agreed to adhere to the program and to be subject to the  guidelines of the project at sites within the township.
    Through this project more students and teachers are having access to broadband at the schools and more medical personnel have connectivity at their clinic or health centers, and more citizens will have access to internet service at community centers and libraries.

ISLA MUJERES, 4 de diciembre.-
 Juan Felipe Rodríguez Delfín filed a complaint with the Agencia del Ministerio Público del Fuero Común (MPFC) accusing his American girlfriend, Sherry Ann Nevers, of attempted homicide. The man known as  Juan Alimaña” allegedly has a criminal record (antecedentes penales) and a history of  "a 'vivir' " (going to live)  with older women of foreign origin. With this information in the hands of the Judicial Police (Policía Judicial), this causes doubts for the Procuraduría General de Justicia, because these types of actions or possible abuse against foreigners could cause damage to the image of this destination. The initial research of the complaint (ISMU/292/2914) (sic) of MPFC is including other investigations, according to a member of the State Judicial Police. 
    Regarding the alleged mistreatment of foreigners, the Tourism Department is taking action and collecting information on “Juan Alimaña”. The State Judicial Police indicated this person has a history, and is presumed to be a "vividor" (playboy. This is also defined on the internet as a rogue, a pleasure seeker, a moocher), but so far no complaints of this type have been filed with the agency, but it has been mentioned elsewhere. 
       It is alleged that he is known around the island as a drunk and a lover of older American women in order to then live on their money. In this sense, he has made a complaint of alleged vehicular theft and money against the female foreigner. It is presumed he may be trying to take advantage of the circumstances and using the MPFC. It is alleged that for some months he had lacked money to eat with, and now he has complained of an alleged theft of more than 4000 pesos. 
    (I am not familiar with the term  "Alimaña” which the internet indicates it means vermin, pest, bloodsucker, an animal that preys on livestock.)

ISLA MUJERES, 3 de diciembre.- December.- For the electrocution of the dog "Lucky", the former director of Ecology, Cristina Figueroa Medina, could potentially be sentenced to up to two years in prison. To go thru the penal process outside jail, she could be required to post a bond between 100 and 200 minimum wages, if she is assigned responsibility in this case. (The daily minimum wage is ~$5usd, so that would be $500-$1000usd).
.  This was reported by the head of the Ministerio Público (Prosecutors office) of the island, Abraham Alcocer, who said responsibility for those involved is expected to be determined in upcoming days. There has been an ongoing investigation in this case 272/2014, and next the process will go before the court.
          The head of the prosecutor's office said that according to Article 179 of the Animal Welfare Law, the execution of a pet by electrocution is classed as a felony (delito grave), but one is allowed to post bond while facing the charges, which could be between an estimated 100 and 200 daily minimum wages. He said if  found to be responsible, those accused could face up to one or two years in prison.
  It is noted that Cristina Medina Figueroa left her position as directer of the Department of Ecology and was discharged by the City of Isla Mujeres, because she was accused of being responsible for the execution of the dog "Lucky". The animal was electrocuted by workers in her department, exactly one month ago on November 4th, at the hurricane shelter, which caused outrage in the island community.

Juan Felipe Rodríguez Delfín filed a complaint with the prosecutor alleging that he received five puncture wounds from his American girlfriend, Sherry Ann Nevers, apparently made by scissors. He had three wounds in one leg, one in his abdomen, and one in his arm. He claims the wounds were inflicted following an argument that began when he arrived home with cold pizza.
     He filed a complaint against the foreign women for attempted murder, daños (damages/debts), injuries, and theft because he alleges the women left the house after assaulting him, taking his money and his car.  He claims the woman was upset because he arrived home late with dinner and the food was cold. He said they argued and then went to sleep, and alleges that at 3am he was attacked by the American with scissors. He said the attack was quick, that he first felt the wounds in his leg and then the others, but it could have been worse because he reacted and put his arm up to avoid damage to his face.
      This occurred in colonia Meteorologico, where the police arrived, after a report by the neighbors, but at that time, Rodriguez Delfin did not want the officers to detain the woman. According to the municipal police, if they had not come in the wee hours of the morning, the wounded man would have hemorrhaged , and could have lost his life. Little is known about the woman, and the complainant alleges that she left the house and took his car, a 1999 Malibu, four doors with Yucatan plates ZAD 8159, his voter registration card, and around 1300 pesos of cash, which he says was his property.

Thursday morning at the 32nd Regular Session of the City Council, it was discussed and approved that the City of Isla Mujeres will participate in the "Mexico Connected" program..



From Monday, Dec 1 until yesterday there was a clinic for the detection of osteoporosis at the facilities of the municipal Women's Agency, la Instancia Municipal de la Mujer, with support from the municipal DIF social service agency,Sistema Municipal para el Desarrollo Integral de la Familia.


Starting on Dec. 8, the traditional Christmas lights will illuminate the town square, public spaces and main streets of Isla Mujeres. The year-end celebrations are part of our identity.

Investigan a 'Juan Alimaña' tras denuncia


Now comes the “tiro por la culata”, after a citizen filed a complaint of attempted homicide against his girlfriend that he livesd with. (This means to backfire or to boomerang...that the action intended to harm another turns against yourself and you are damaged.) Now with the initiation of an investigation, there are questions about the complainant's alleged bad habits.  
      Juan Felipe Rodríguez Delfín, who is known as Juan Alimaña”, filed complaint ISMU/292/2014 against Sherry Ann Nevers. It is said he has a reputation of being a "playboy" for tourists (un “vividor” de turistas), which damages the reputation of this tourist destination and now there are questions about this case. It is questioned whether the money he reported stolen was hers, and if she bought the car which he reported as stolen, as well as questions concerning the abuse/the incident.
     It was learned unofficially that the Tourism Department is conducting an investigation into "Juan Alimana", because once this complaint became public, many islanders expressed unfavorable opinions about this man.  According to statements, it is alleged that he is a drunk who loves older women tourists in order to use their money and to live with them, deceiving them by saying he is sick and requires money, which is said to "the modus operandi of Juan Alimana"  For this reason, this case has taken an unexpected turn because of the alleged background of the accuser and the stories told about him at establishments where night life takes place on the island.  by Jesus Molina

A breakfast with entertainment was held to celebrate the International Day of Persons with Disabilities, at the Senior Citizens Club (De Gente Grande) yesterday morning, hosted by  the president of the DIF, social service agency, Marthy Vargas de Magaña, who was accompanied by her husband the mayor, Agapito Magaña Sánchez. It was attended by senior citizens and people with disabilities, who were acknowledged by Marthy Vargas saying "It has been shown that a person's success lies not in their motor skills, but in the greatness of their hearts."
       Loud applause was given to David Colli who participated in a camp for disabled persons last week and was named King of everyone in the state. (y fue nombrado rey de todos en el estado.) The mayor spoke about the importance of government to provide quality services. Presents were given and there was dancing, with the senior citizens performing a medley of songs, as well as participating in what is known as a community "pochon" with the theme "Tigre Rasuado" (literally: tiger shaving..?)  By Jesus Molina



Doubling security at the maritime terminals

 The head of the state Port Authority, Administración Portuaria Integral de Quintana Roo (Apiqroo), Ercé Barrón Barrera, reports that the marine terminals in the state are ready to welcome the thousands of tourists expected to use their facilities during the upcoming holiday period. He said during the holiday period from Dec. 19th 2014 to Jan. 7th 2015 the Port infrastructure will be working at 100% and ready to provide safe and quality service to users.  As part of the security measures the terminals have a closed loop system of surveillance by cameras located at strategic points. There is increased monitoring by civil and military authorities which include the Army, Navy, Immigration, local police, and other authorities.   by Jesus Molina
Prevented fire from consuming palapa

Yesterday in colonia La Gloria, a palapa fire started, but due to rain and the timely intervention of the personnel of the Civil Protection agency and the municipal police, there was no major incident at the building,  Edificio Arrecife y Coral.  The incident occurred yesterday (Tuesday) at 1:17pm when the fire was reported to the emergency number 066, and authorities brought assistance. The company Aguakan came with a water line (llego una pipa de agua de la empresa Aguakan) which was responsible for putting out the fire in the building located on Pargo street. Seconds later the Navy arrived with a water truck (llego una camión pipa de la Armada de México), but the sailors did not have to take action because their intervention was not needed.
   The palapa is located behind the elementary school "Julio Sauri" and for this reason there were concerns that the fire could be dangerous for the school, however immediate intervention and the protocols of the agencies for safety and protection resulted in prompt actions for safety in an efficient manner that prevented further damage. Streamlining the process for islanders to pay their property taxes

Four "checkout" tables have been installed by the Municipal Treasury Department for the convenience of taxpayers. They are located downstairs at the Town Hall (Palacio Municipal), inside and outside. This should streamline the payment of property taxes, which are important for financing public works and improvements around the island.

The Director of Tourism, Gustavo Rodriguez, anticipates good hotel occupancy this winter, according to the level of reservations reported. He said the marketing with Expedia and the assistance offered by the OVC (Oficina de Visitantes y Convenciones de Cancún.) has been beneficial. The Isla Mujeres promotional office was closed (fideicomiso de promoción) which was funded by the ~10 million pesos from the 3% Accommodation Tax (Impuesto al Hospedaje /IAH). Most of this money is now channeled by the state Ministry of Finance to the OVC for promotion of the island.
     It was suggested that in the 2015 City Budget (the Annual Operating Plan/POA) they should include the attendance of an official delegation to the DEMA Show in Las Vegas, because this year the destination was only represented by a group of private providers of nautical services.
     Regarding the association of small hotels, who have realized there is a need for marketing, almost a year has passes since launching their organization, but they are still seeking ways to accomplish this task.

Por Esto reports the same information as the article in DQR, noting that they suspect he purchased the car with her money, but as of noon on Thursday they had been unable to contact the American woman, who they think may be afraid of the authorities. They say an investigation is normal when there are physical injuries, but the authorities suspect that "Juan Alimana" is an opportunist who when talking to the police at 4am on Wednesday decided to make a complaint to use the authorities for his convenience because the 'gabacha' (female foreigner) told him she was going to leave and take her stuff. They want to hear the statement of the accused woman and the reason for the assault, and if indeed she caused the injuries. They are taking caution because this could damage the image of the resident foreigners, especially when it is known (alleged) about the reputation of the person who has been 'wronged'. (porque efectivamente podría dañar la imagen de los residentes extranjeros, máxime cuando se sabe el tipo de persona que es el ahora “agraviado”.)

The Hospital Director, David Valenzo, reports that the dentistry equipment has been obtained, and will be installed as soon as the technicians arrive to install it. Medical services continue without incident, after the fire two weeks ago.





Delayed rescue of sailboat

It is estimated that according to the extended weather forecasts, the removal of the sailboat "Chiron" may take place between Dec. 10-12. The vessel ran aground a mile south of Isla Contoy last Friday but the strong winds and currents have prevented more detailed inspection. The amount of damage to the hull is unknown, but there is a break. However there is no risk of fuel spillage because they ran out of fuel before arriving at the site, miles before while in the Yucatan Channel, and then the sails were torn by strong winds.
   Statements were given by the crew, Greg Claden y Ricardo López, about the events that occurred Friday morning, before they were rescued at dawn by the Navy of Mexico. The request for aid was made at 2:52 am and they were rescued at 6:10am. The Americans were spotted in an inflatable raft near the sunken boat and brought to Isla Mujeres for medical assessment.

  Regarding the schedule of celebrations for the patron saint of the island, they are as follows:
On Friday, Nov. 28, the activities honoring the Virgin of Immaculate Conception, the patroness of Isla Mujeres, will begin with the removal of the icon from her niche, and the blessings of the banners of the guilds & blessings for the faithful who have kept a promise during the year. Following the blessings by Father Raul Sanchez, there will be a procession through the town center.  That will be followed by fireworks, and the ribbon cutting to inaugurate the festivals, by the City officials. 
    On Friday, there will be family oriented celebration to carry on traditions that will include a vaquería, bailables,and a kermesse.

 Friday Dec. 5,  en tanto que el viernes 5,  los gremios of la cooperativa Adolfo López Mateos, Barrio de Pescadores, Jóvenes, colonia Salina Grande and the Señoras.
On Saturday, Dec 6, los gremios of las cooperativas Isla Mujeres, Justicia Social, Isla Bonita & el gremio of las Familias.
On Sunday, Dec 7, at 7pm, the Virgin will pass through the main streets of the isle in a caravan of members of the congregation of the Church of Immaculate Conception. At 10:30pm the gremio of the mobile vendors will celebrat with a grand kermesse, and the mass of the  mañanitas will be held for  a la patrona of the island.
 To close the celebrations, on Monday, December 8 at 10am there will be a mass of First Communion, and of the gremio of las Choncitas, and at 3pm there will be a boat procession in the Bay, a mass, and the Virgin will be returned to her niche until next year.

 Artist Fairs on the Town Square, usually first Thursday, were cancelled for October & November.  There's a second fair in December.  Next Fair: Dec. 18  4p-9p

ARTE LIFE FASHION SHOW 2014
Friday, December 5 at 7:00pm  Naval Club
 Fashion show with participation of designers from Merida, Cancun, & Isla Mujeres, as well as participation by local models and our little children models. 200 peso donation. Cocktail reception at 6:30
