The port was closed to navigation by boats under 42 feet for nearly five days, which ended on Monday when the port was opened to general navigation by all vessels.
The port was closed on Tuesday at 8pm. After nearly 60 hours, on Friday the port was partially open, and it was opened generally on Saturday at 9am, until it was closed again that same day at 11:30am. Navigation remained restricted all day Sunday, until Monday at 7am, when the port was opened for navigation by boats in general.
According to the Harbor Master, Ismael Gonzalez Gil, good weather should prevail this week until Sunday, with radiant sunshine and pleasant temperatures. This should be good for the tour providers who could not work for nearly a week while the port was closed for small vessels.

After two attempts to locate the remains of the sailboat "Chiron", which was flying an American flag, it was not found. They expect to locate it and remove it from the area on Tuesday. Recently the 42 foot long white sailboat sank one nautical mile from Isla Contoy.
It apparently has already practically disintegrated in the strong winds and currents that prevailed at the end of last week. According to an experienced fisherman, taking into account that the boat was anchored in the area of the encallamiento, with the force of the waves it would have surely shattered and for this reason they don't know where to find the remains.
The crew, Gregory Gladden and Ricardo López, were rescued by the Mexican Navy, and early on Monday they did Immigration procedures in Cancun, and in the afternoon they were expected to go thru the administrative procedures to certify the facts. (esperaba iniciar con los integración del acta administrativa de hechos...make an official statement).
So far it is only known that on the day of the shipwreck, the sailboat had a mechanical failure during the storm, and because of the strong winds of the "norte" (northern front), they became grounded (se arrinconó) at a sandy area of the western part of the coral reef known as "Ixclache" according to the Isla Contoy Nature Reserve Director, Francisco Remolina.
The press release of the Navy of Mexico reported that the Navy of Mexico rescued the two crew members at 2:52am and noted that the sailboat had a leak due to the impact with the sandy area of the coral reefs. (The shipwreck occurred on Friday).

With the December holiday season coming soon, the comisionistas are seeking equal designations of areas, so they can all obtain the same income. They have worked for several years in the streets, and are not willing to pay rent within the terminal. They mentioned that they have been obliged to wear uniforms, to dress nicely, and at times to make payments for drug testing, and above all, to respect areas, but when the staff of the boats arrange rentals, no one intervenes. They accuse several boats from Cancun of operating outside the system of the hawkers, with arrangements with several golf cart rental agencies, even tho this raises the cost of the carts for tourists. The anonymous comisionistas say these others are charging $25/hr which is an abuse, and they allege that the Tourism agency is not intervening and could be compliant.

The municipal government, with the organization Fundación BAI A. C, and the Health Department (Secretaría de Salud), conducted a series of activities for the International Day Against HIV/AIDS. Each December first, around the world, governments and communities unite with their efforts and expertise to address HIV-AIDS, with the understanding that only if we are united and without stigmas can we fight against this evil that not only causes physical damage, but also moral damage with the discrimination and ignorance that surrounds it.
The activities began on Saturday with the lighting of red lights at the Town Hall to draw attention and raise awareness. On Sunday there was an event at the sports dome of Rancho Viejo (on the mainland part of Isla Mujeres) that included screening and counseling, which began very early and ended at noon. On Monday at the Middle School of Benito Juarez, a workshop was held for the teenagers about sex education. The theme was "Prevention is in your hands", and the events were supported by the mayor, Agapito Magana Sanchez and municipal government.

This has the same information as translated in the DQR article, noting additionally that the Naval boat that rescued the two man crew was of the Defender class of the Search and Rescue Unit, which located the wrecked boat 6:10am with the two American crew members in an inflatable raft. They were rescued and taken to Isla Mujeres for medical evaluation, and found to be in good health. The personnel of the following agencies were made aware of the shipwreck and rescue: Comisión Nacional de Áreas Naturales Protegidas (Conanp), la Procuraduría Federal de Protección al Ambiente (Profepa), Capitanía de Puerto, la Armada de México, and others (National Commission to Protect Natural Areas/CONANP, The Federal Department of Environmental Protection/PROFEPA, the Harbor Master, and the Navy. Their expertise will be used to assess teh conditions and possible damage that could have occurred to the corals in the area. Coral reefs in front of El Meco should be protected

Jaime Gonzalez Cano, director of the Marine Park Isla Mujeres-Cancun, says a management plan should be put in place for protection of the corals near the archaeological ruins of El Meco. The proposal involves self-monitoring by users, without waiting for achieving protected park status for the whole area. At certain points, the coastal site has heavy use, which has had an impact on the ecosystem. He said the PROCODES program (Conservation Program for Sustainable Development) could be used to protect this chain of coral reefs, which is not within the park site.
There are plans to place more sculptures in the Underwater Museum (MUSA), to continue to reduce the effects of humans on the corals in the area. These figures have been done by other sculptors, and are less elaborate with less details, because the human expressions of the 500+ sculptures are no longer visible due to the growth of coral upon them.
They are also seeking international resources for the park budget of 2015 and to continue other conservation programs, including spreading awareness about the need for care and conservation among users for preservation for posterity. This park functions as a model for other national and international sites, and they regularly "export" their experiences, for example training the personnel of the Conservation Area of Huatulco. There are exchanges abroad about the success achieved in the conservation of the Marine Park, thanks to the contributions of private and civil organizations to achieve what has been done and for the new plans.

Turning the wooden pier into a museum (the former Magana ferry pier) |
Muelle de madera se convertirá en museo [+] Ver mas |
The old wooden pier will soon become a public Museum, and the renovation work that has begun may be done by the year's end, beginning with a display of dozens of old photographs of Isla Mujeres. The 200 planks of the dock were in a state of advanced deterioration on this pier that has been a gateway for tourists since the 1950's, and are being replaced, said Jazmín Pérez Gaitán, manager of the new ferry terminal.
A photo exhibition will include 50 pictures that were displayed at the inauguration of the new terminal, which are mostly owned by Ricardo Ancona Argáez, the regional director of the Port Authority, Administración Integral de Quintana Roo (Apiqroo), and the Department of Culture will provide the rest of the photographs. The exact amount of photographs is unknown, but there are enough sources to achieve the exhibition and display the historic moments since the birth of the village of Dolores in 1850, when the Yucatan government recognized the importance of this fishing community.
For this museum, they will gather items of historical value such as canons of boats, anchors, and pre-Columbian sculpture, during the upcoming year.
The dock began as a small pier of about 20 meters when the Magana Carrillo family provided passenger service to Puerto Juarez with the first boats, and later with more modern vessels. The boats included: “La Novia del Mar”, “Carmita”, “Sultana del Mar”, “Princess”, “Salvage”, among others. Today the dock is five times as big as its original dimensions, which was used until two months ago when APIQROO concentrated the entry and exit of all passengers at the concrete pier (by the new terminal).
Pérez Gaitán said when the construction is complete, it may be used by boats that cross to the mainland and recreational boats, and its use is not ruled out to unload passengers during the high season at peak hours when hundreds of visitors are departing at the main pier, and it will be maintained for general security.
The photos will include the sailboats used by fishermen long ago, and of the family Magana Carrillo, as forerunners of the ferry industry. This past year marked the death of four of the family who participated in business and politics, who died in this order in 2013: Alvaro, Ariel, Romeo and Raúl Magaña Carrillo.
There will also be photos from the development of regattas organized by the now departed Jose de Jesus Lima Gutierrez, who built the first luxury hotel in the region in the 1960's on the islet of El Yunque. Now that property, which was expanded some time ago, is administered by a businessman from Tabasco, after a foreigners was removed from subletting the property.
As we know, the Magana and Lima families have been very influential for a half century in Isla Mujeres, with their economic and political power. During the inauguration of the new terminal, the Governor Roberto Borge Angulo said they plan to turn the wooden pier into a museum, with the intention of creating an area of easy public access for everyone that displays the history and identity of Isla Mujeres, as a community dependent on the departure from Tizimín, Yucatán (como pueblo dependiente de la partida de Tizimín,) ; a delegation when it was the territory of Quintana Roo, which became a muncipality in 1975, as an autonomous political entity in the northern part of Quintana Roo.

HELMET SAFETY CAMPAIGN/public schools
November 14th Kristen Tywan of Volunquest with the help of the crossing guards & public security handed out 48 donated helmets to kids that arrived at school without them. The donation day was not announced & the crossing guards had been keeping track of the families that needed the helmets. The families receiving the helmets were asked to sign a “contract of responsibility”. If they are seen with the child helmet-less or an adult is wearing the donated helmet they will be warned the 1st time & fined the 2nd time. We are confident with high season approaching, we will have many more donated helmets to provide to children in need. Many thanks to Nicole & Andrea heading up the campaign & to all those donating the needed helmets!
