  Next Friday, at a time and location to be announced, will be the traditional Quinceaneras Dance (“Baile de Quinceañeras 2013”). There are over fifteen young ladies registered for the annual event, and more are expected to register this week. Rehearsals have begun for this important event, for young ladies who turned 15 this year. This annual event is being included in the celebrations of the 50th anniversary of the ordination of priest Jesus Martinez Penilla.

Thursday The Mayor's agenda for the afternoon/evening included opening of the park facilities "Las Iguanas", a  "Diálogo Ciudadano” (Dialogue with Citizens) meeting, and a Christmas posada party in Salina Chica. The Mayor was accompanied by his wife at the ribbon cutting at the new park, and a festival followed featuring Christmas songs and dances, and a children's show, which delighted everyone, especially the children.
  Next the Mayor attended a Posada festival in colonia Salina Chica, where dozens of families enjoyed various artistic performances, and responded enthusiastically. 
  Then the Mayor listened to concerns of citizens at the sports court  known as "La Jaula", from residents of Salina Grande, where he announced plans to overhaul the facility, and build a new sports dome, which was applauded.

  Tourism is expected to improve now that the holiday period is beginning, and there are high expectations for this new year, despite the crisis in the country. Economic benefits in upcoming days are also dependent on the weather. The Harbor Master, Ismael Gonzalez Gil, said that, unfortunately, the cooler temperatures may continue as a consequence of the proximity of cold fronts. However, many of the sea men said they prefer to work with nortes, than to have south easter's. 
    Business is expected to improve next week. In the commercial area of Isla Mujeres there was not a large influx of tourists on Hidalgo Avenue, which was half empty. Merchants have high hopes that tourism promotion will improve, now that the Promotional agency has joined with that of Benito Juarez (Cancun).

About 4000 students have begun their holiday vacations, and will return to school on January 7th. This week many schools held posadas, parties, and traditional gift exchanges. Some classes ended on Wednesday, and others spent their last class day having Christmas parties or traditional posadas. Despite difficult economic situations, it is expected that some students will travel to visit their relatives, while others will celebrate at home in Isla Mujeres.

Juan Carlos Lopez says he and his neighbors have complained to the CFE (Comisión Federal de Electricidad ) about obstruction of a sidewalk by a guy-wire (line stabilizing  an electric pole). The sidewalk is located in front of Cheraui, which is a busy area for vehicular traffice, and the wire causes pedestrians to step into the street. He said he complained to the CFE, and was told to fill out some forms, accompanied by signatures of neighbors who are affected by the guy-wire. He wants the Mayor to intervene.

Proposal to bring cruise ships near Isla Mujeres

A civil association has revived the proposal of bringing cruise ship passengers to Isla Mujeres, with the idea that the vessels could anchor offshore, with small boats bringing tourists ashore. Gilberto Fernandez, leader of the group,  said they wrote a letter to President Nieto, who responded favorably. The group plans to meet with the Mayor to discuss the idea, and said they have the support of Senator Felix Gonzalez Canto.
  The idea of bringing cruise ships to Isla Mujeres was considered over the past six years by the previous PAN administration, but the idea of building a dock is not viable because the water is shallow in our port.
   This system of anchoring offshore and having small "tenders" to transport passengers ashore was used in Cancun over ten years ago. In December 1997, there was an accident involving the cruise ship "Leeward" which ran aground on a coral reef while trying to navigate a shallow channel. This practice of  of these cruise ships, which are also called  floating hotels ("hoteles flotantes"),  arriving offshore was suspended, and the "Leeward" were assigned an economic penalty for the environmental damage.

As was the case in 2013, among the federal monies being budgeted under the Ley de Ingreso 2014 (Revenue Act) there will be no funding for various programs, including the housing programs Tu Casa, & Hábitat; the Rescuing Public Spaces (Rescate de Espacios Públicos) program; and the Metropolitan Fund, according to this document approved by the Council in November. Previously, under the PAN administration various dozens of millions of pesos were invested annually in the social infrastructure and consolidation of  Ciudad Mujeres on the mainland area of Isla Mujeres, including building highways connecting with Cancun.
   The Council has approved the use of over 226 million pesos which have been allocated by the XIV Legislature, with an additional 10 million pesos, although that additional amount has not been confirmed by local officials.

Cozumel has announced a plan to install an underwater bust of Ramon Bravo in 2014, which pleases diver Pablo García “Válvula”, who worked with him. "Valvula" showed Bravo the "Cave of the Sleeping Sharks", which attracted an investigation by National Geographic, and a documentary by Jacques Cousteau.
    Well known among international professionals, Bravo received international acclaim as an Olympic athlete, as a journalist, as an underwater photographer, and as a conservationist. Bravo was involved with the sinking of the statue of Christ in the Palancar National Park in Cozumel, and the placement of the cross in the Parque Marino Nacional, Costa Occidental de Isla Mujeres (west coast underwater park.). Bravo died in Isla Mujeres on February 21, 1998,  and Válvula has battled physical ailments in recent years. The underwater photography contest that honors Ramon Bravo did not take place for the second consecutive year, due to a lack of budget, but it is believed, officially, that it will return next year.

Promotion of tourism services: Without control

There is a complaint from anonymous Isla Mujeres boat tour operators against others who offer boat tour services at Punta Sam, regarding a palapa used by outsiders for selling tours, which is located a few meters from the municipal governmental office for Isla Mujeres. They say this impairs their economy and that they have complained to local, state, and federal authorities without result. There are also increasing numbers of mobile vendors in Punta Sam, and disputes remain over territory.
     There are accusations that these outside people are selling tours below the set price, and that they have entered this area that was peaceful and tranquil. The Isla Mujeres nautical tour operators are seeking assistance from the Mayor to protect their livelihoods and intervene in favor of their union/gremio.
   Punta Sam is at the point of becoming a major location for the influx of tourists, and attracts many visitors, especially during the whale shark season (May-September). The Port Authority has been modernizing and improving the terminal.

        December is here, and we are collecting shoes and donations for our annual Christmas Party and shoe delivery.  Last year every child that came for shoes walked away with a new pair for Christmas!
This is the one time of year we only collect new shoes in order to make each child feel extra special.
Not only do we distribute shoes, but we join with the local community to provide a meal and a small gift. It is a special event, as for some of the children, it will be their only Christmas gift. They are already looking forward to it on December 24th.
