ISLA MUJERES, 30 de septiembre.-.The new City Council held its first meeting at 8am on Monday, and the members were sworn in and the appointments made by the Mayor were unanimously endorsed by the council.  The General Secretary is  César Edmundo Poot Pérez, and the treasurer is Alvaro Alberto Magaña Galué, who was assigned 100,000 pesos in accordance with the Law of the municipalities, to be deposited within 24 hours. The City Comptroller is  José López García. The director of Income is Guillermo Pinto Aguilar and the director of Expenses is Armando Granados Osorio. Other officials are listed in the article. The seventh City Council member, Alicia Ricalde Magana was not present at the swearing in and first formal meeting of the council. She will be sent an invitation to come forward and take up her post or to give an official resignation. If she does not report to the Council within fifteen days, her place will be given to the alternate, substitute professor Fanny Quijano Kiní.

Other reports say there were more than twelve who landed and some got away before the police arrived, heading south. It was reported the boat had navigational problems. When the police patrol spotted the boat, some fled on foot, and some swam in the sea, and others were aboard the boat, according to witnesses. The boat remains stranded on the beach and the detainees were turned over to the National Migration Institute (INM).

 César Poot Pérez resigned his position as director of the PRI municipal committee in Isla Mujeres on Sept. 29, to take his position as General Secretary on the City Council, so a replacement must be found within 60 days.

The Mayor explained that one of his first priorities will be to focus on public services and works to improve trash collection, and to pave streets. Brigades are going out to collect trash, attend to public lighting, and clean the island. he is focusing on public safety and emergency service. On Wednesday street patching crews will be at towrk.

I am working on this section for October-November. There is usually a Mayan-Caribbean Cultural Festival, and of course Day of the Dead, which lasts over a week here as Hanal Pixan.  At the end of November is the town saint celebration. Then in early December is the Virgin of Guadalupe festival which begins the Christmas holidays that continue into January and the Day of Kings..

 THIS is good advice for learning Spanish. Having clients and friends who spoke no English forced me to 'stretch' to communicate. It is more entertaining to 'study' Spanish by learning lyrics and watching shows with subtitles than to memorize grammar rules, and can be very helpful with improving your basic conversational Spanish. It helps to have some grammar background so you can recognize the patterns, but the sort of  every day practice that this article recommends can be very helpful toward improving your ability to communicate in Spanish.

Margaret Servais Washa updated the description of the group Isla Mujeres Scholarship Group.

The scholarship program started in 2005 with a few high school students and 6 sponsors. We paired Isla visitors with specific students and both sides benefited from this personal connection. It has become a great cross-cultural exchange, with everyone enriched by the relationships.

As high school students graduated, some really wanted to go on to study at a university, so it became necessary to form teams in order to meet the increased tuition and school expenses for these students.

There are two levels of sponsorship, $30 or $55 month. ($5 is an admin fee and slush fund for emergencies.) High school students receive $50 a month and depending on circumstances university students receive between $150 - $250 per month - in pesos equivalent. Each sponsor communicates with and sends the promised money to their team captain before the 20th of each month and the captain sends a deposit to the bank account (set up for this program by our “banker” Jana Epperson).

In return we ask the students for two things - maintain a C+ to B- GPA and communicate with their donors. Some in high school may not have email, so Facebook is another way to communicate. It has become a special treat for students and their families to meet their sponsors over a dinner when the sponsors visit Isla. If needed, Maggie can join the meal to provide translation services and help break the ice.

Mark Kessler is the financial administrator, keeping track of the funds banked for each individual student. He communicates with the team captains regarding the balance in their student’s 'account' or if the team is sending extra for any reason.

Jana Epperson manages the bank account, receiving paypal and check deposits for the program. She also helps with recruiting new sponsors.

I (Maggie Washa) keep track of the list of sponsors and students on a google doc, communicate with Lupe regarding adding new students, extra needs of students and their grades. I help with translation and communications, especially if I am on Isla.

Lupe Chi Tuz receives a monthly statement from Mark regarding how much to withdraw for each student. She completes the ATM withdrawal and prepares an envelope for each student to sign for and pick up. For out of town students she deposits the funds in their bank account. She is paid $50 pesos per student per month for her work.

Team Captains communicate with their team and Jana, Mark and Maggie as needed so that no one person is loaded with the responsibility for all 50 sponsors.
