Leer más...The current low occupancy rates are expected to continue through October and into mid-November. Occupancy for some of the small hotels of one to three stars has averaged as low as 10 percent. Hotel Carmelina with 29 rooms had two occupied on Friday, and hotel Caracol with 18 rooms also only had two rooms occupied. At Francis Arlene. which is a three star hotel, the owner said during summer vacation their occupancy rate was less than 20 percent, and in October, there have been days when they had no clients. There are also low occupancy rates at Las Palmas, Osorio, and San Jorge. However hostel Poc Na has reported 40 percent occupancy and the Tourism Director reported that the demand in general for hotel rooms is 40 percent. There are hoteliers who disagree with this figure, and everyone hopes that the holiday season will bring occupancy rates of 80 percent. The positive side of this is that people can now enjoy the peaceful atmosphere that Isla Mujeres offers, as well as significant discounts.

There are insufficient vehicles to efficiently carry out trash collection in Isla Mujeres, with at least four of the units out of order. The problems include a lack of tires or parts that are not really that expensive, but were not replaced during the previous administration. During the remainder of this month they are expected to be put into operation, and collection service should improve.

Gov. Borge's program of Recycling Trash for Food returned to Isla Mujeres in Colonia la Gloria where 339 families exchanged 21 tons of recyclable trash for basic food products. Free haircuts and medical care were also offered.

Por Carlos Gasca-Quequi.- The IVA or Value Added Tax increase was passed by the Congress last week and will take effect in January, when it will rise to 16 percent nationwide. This will increase the costs of supplies, which may cause other prices to increase. Increasing fuel prices have caused the ferries to increase their rates for cargo, and trash pickup costs have increased as much as three times since last year, and all these increases are expected to "choke" the economy of the island, said the president of the Chamber of Commerce, Juan Carillo Figueroa.(Value Added Tax explained at LINK)

Remembering Ramon Bravo
Ramón Bravo Prieto was born on October 21, 1925 in Piedras Negras Coahuila, and died in Isla Mujeres fifteen years ago on February 21. I may have already translated this information about him last year, but I don't have time to check right now. It is a long article about his life and accomplishments.

One of the favorite sons of Isla Mujeres was laid to rest, leaving behind a legacy of several generations of family and friends who respected and loved him, and are mourning his passing. It seemed that the sky was crying at his departure as well, and hundreds of people gathered to wish him farewell and accompany him from the Church to his final resting place. He was involved in organizing sports teams and Carnaval events, and will be missed by many of the young professionals. He was an exemplary family man and a well-loved, respected member of the community. May he rest in peace.

It has been a little over a month since ferry cargo rates increased, but this has not been reflected in an increase in prices of items for sale by artisans of Isla Mujeres. The increases have mostly been felt in the costs of basic food staples and necessary household items (Such staples are called the canasta básica). At this time of year, many sellers feel a need to lower costs and offer promotions to obtain sales in what some consider to be the slowest month of the year.

Some of the storm drains that are damaged are less than three years old, and those that are in poor condition contribute to problems during heavy rains. There are drains in need of repair downtown and in colonia Salina Chica, despite the efforts of the City of Isla Mujeres and of Aguakan. (I think part of the problem is caused by parked vehicles on the opposite side of the street requiring heavy trucks to drive onto the grates.)

October Events
.In October there are occasional releases of baby turtles that were incubated at the Tortugranja, at dusk on the eastern beaches of Media Luna or Guadalupana. (Last year the last public release was Oct. 7). The Blue Crabs migrate with the full moons, and there are usually organized groups to help them safely across the roads. Watch out for them in Sac Bajo and along the southeastern part of the island. The American holiday of Halloween is observed by the expats & a few candy loving kids, while the whole community observes Day of the Dead on November 1st & 2nd. Special foods are available in the weeks before, and Hanal Pixan altars appear in mid or late October. The Orianid meteor shower due on the 18th & 19th will be affected by light from the full moon.

If you are thinking of starting a business in Isla Mujeres, Google "Starting a business in Mexico". I would recommend talking to a lawyer and an accountant about the legal procedures involved with setting up a corporation, obtaining the required documents (including a lucrativo resident visa, an RFC, and a CURP), and registering with SAT, the federal taxation agency.
HERE (LINK) is advice for foreigners who rent rooms from their houses, or rent their condos, or plan to have rental income. It explains that foreigners making rental income from property in Mexico are obligated to report that income IN MEXICO, to the SAT (la Hacienda). This article advises that the government is reviewing web pages, and can assess huge fines against those not reporting income, based on their advertised rental rates multiplied by local occupancy rates, and loss of the property can occur.
Making money from your fellow countrymen, which is deposited in your home country's bank, does not affect the tax obligation generated by the property, because it is located IN MEXICO. The rate is ~28% of gross income, or a few percentages less for net income, which requires official fracturas.
It is my understanding that an RFC document is required to report income, and a CURP is required to obtain the RFC. When the change in visa laws took effect last year, the CURP rules changed and now foreigners must go to Migration in Cancun, rather than obtaining it from the Vital Statistics agency in Isla Mujeres. The CURP Identification is a unique group of numbers & letters based on your personal information, and is given to you on a laminated card. Formerly, a CURP was required before obtaining a resident visa, but that seems to have changed with the new laws.

Allison Sawyer is my hero. She fearlessly does the work I am not strong or brave enough to do myself. Everyday, I see things on the island that break my heart: dogs tied to poles starving to death, skinny nursing street dogs scrounging for food at dusk. These are the very situations Allison changes with @[169657606676:274:Isla Animals]
What started out as a few dog fosters and rescues 7 years ago became Isla Animals. Allison wanted to stop Isla's street dogs from being rounded up and electrocuted down at the dump. At any given time, Allison has 40 dogs at her house, fostering, rehabilitating and re-homing them, many to Canadian and American families. In early November, Allison is running another spay neuter clinic called "Operation Spay the Moms". It costs $25 to spay a dog. One spayed mom prevents generations of suffering homeless street dogs. I've volunteered at the clinics before and I KNOW they make a big difference, step by step. After a busy summer, her compound is full of rescued pups. Allison is stretched thin right now and needs donations to run this upcoming clinic.
