During his campaign Agapito Magana Sanchez signed commitments before a notary, one of which was to listen to the citizens firsthand, and hear their concerns and complaints, which he began in the colonia Canotal, in the parking lot of the mercado Audomaro Magana. He is involving the Islanders in the formation of the Municipal Development Plan 2013-2016. The citizens asked that the mercado be completed, for better lighting on the walking path around Salina Grande, and for more police officers in the colonias.  They asked for better control of stray animals in the street, for improved health services, for employment, and public works that are functional.
    The meeting was attended by agency directors and department heads who were given instructions for a prompt response to pressing issues such as public services and lighting. The mayor said they will hold a Job Fair in November, and the City is working with established companies to offer jobs to islanders, as well as managing resources to help the small businesses. Regarding security, he said they will soon initiate the program "Police In Your Colonia", and the addition of a 'caseta de securidad' in the area. He said regarding public health, the municipal Department of Health is conducting negotiations with various medical institutions, and there is now progress taking place with an animal protection association to sign an agreement that will help create awareness among pet owners to be responsible.
  The "Dialogue with the Community" program will travel through all the colonias of the island and mainland in the upcoming days, and the mayor invites islanders to participate and voice their complaints, proposals, and concerns to guide the present administration. The mayor said this program will be ongoing and determine the public policy of his government.

The President of the Municipal DIF (social service agency)  Marthy Vargas de Magaña (who is the wife of the Mayor) was sworn in by the President of the State DIF Mariana Zorrilla de Borge (who is the wife of the Governor). The Mayor and their children were present at the ceremony, as was the Mayor's mother, and women who volunteer with the DIF. Speeches were made and are covered in this article. The State is delivering 22 vehicles adapted to transport people with disabilities to the various municipalities, and two were given to Isla Mujeres.  They will facilitate the transport on the island and to the Rehabilitation Center of Isla Mujeres.
  It was announced that one of the actions planned by the DIF of Quintana Roo is to include disabled access at one of the beaches of Isla Mujeres, like there is in Playa Del Carmen.

    Por Carlos Gasca-Quequi The winds and closure of the port to small vessels has the fishermen waiting to return to sea and try their luck. They have high hopes for this week because this weather often enhances the capture of lobster. The lobster season continues until the end of February. They are hoping these winds prompt the lobsters to go out and march, which enhances their catches. They are preparing their boats and equipment while they are unable to go to sea.

    Por Carlos Gasca-Quequi.- More than 20 entrepreneurs of Isla Mujeres attended the first Energy Saving Forum. The Forum was aimed at hoteliers of the island and those other clients who have a special substation with lower rates call OM and HM (Ordinaria Media Tensión y Horaria Media Tensión). There were techniques and actions explained that will allow the businesses to control consumption by the use of certain schedules. They also talked about maintenance to reduce energy consumption.

Tourism development denied to protect ecosystem from damage

A decision by the Supreme Court of Mexico .- La Suprema Corte de Justicia de la Nación (SCJN) denied an injunction to an individual who wanted to build a tourist development at an area called Punta Gaviota of Isla Mujeres.  The Court upheld the constitutionality of the General Wildlife Law and the Norma Oficial Mexicana. The Plaintiff had challenged these laws which protect the mangroves, whose integrity is closely linked to the dynamics of the coastal wetlands and associated ecosystems.These wetlands function to control climate, stabilize shorelines, and the integrity of the mangroves is essential for the primary production of marine life and the terrestrial biodiversity of the area.  The Court ruled that the laws have no retroactive effect and the regulations contained therein must be respected by individuals and authorities when it could  jeopardize a coastal wetland.

Flooding: Ongoing problem

There were momentary floods noted in the downtown area and in some of the sports fields with the torrential rains that fell from Cold Front #8. Most sports facilities did not remain flooded for long, but the baseball field "El Pescador" had a significant accumulation of water. The weather is affecting touristic activity, and therefore the economy of the island.

Update from soggy #mapguy

Rainy day here in paradise. I can handle the raindrops, but having the mud splash up my back was driving me crazy. Made myself an awesome rear fender for the bike. Here's the recipe. One chunk of scrap pipe insulation foam, a plastic bottle cut in half, a found piece of wire, and several zip-ties (i always carry a few zip-ties--the new age duct tape). Worked fairly well, but I got out into the jungle where the trails were horrible and mud still somehow reached my neck. Luckily the jungle provides plenty of material to improvise with.
Some of the flooding stopped cars, the bike plowed on through (although it's hard to peddle with your feet underwater).

Got a lot done today in spite of the rain, but no pretty photos. Ate at two restaurants in the morning; six restaurants this afternoon; and am shooting for two more before I return to the room to be sick.

When the storm hit, I was in front of the dumpiest little restaurant in Puerto Morelos. An old wooden shack for a kitchen and a hodge-podge of thatched-roof huts covering plastic tables that sit on a dirt floor. Not everyones idea of a great place to spend a rainstorm, but hey, What ya gona do! Besides, sometimes life throws you a surprise.
Might as well enjoy a beer and fish fillet while I'm here. The beer comes, and it's so cold I still can't feel my teeth--love it!
The rain starts harder and I have to move my table closer to the center of the palapa.
Appetizers come on six plates ranging from jalapeno salsa to some strange shark concoction. Tried them all, dipping with crisp chips, but none of them are among my favorites.
The rain comes down harder and I have to abandon my table for another downwind.
My fish arrives and I find heaven among the torrent of rain. Absolutely the best fish fillet I've ever had. A large slice of grouper prepared "A Mojo de Ajo" (In garlic butter), and cooked to perfection.
The rain now slams into the mud surrounding the palapas, and it's rising by the minute. The roof of the palapa is now showing its age, and there are few places for myself and the staff to seek shelter.
An order of guacamole arrives with my next beer, but the chips are no longer crisp. The spray of the rain has taken it's toll.
And the rain continues. My table is now covered by the spray, my bag full of cameras seeks refuge in a garbage bag, my book is soggy, and I'm nearly as wet as if I'd stood outside. As I watch the rain fall and practice my Spanish with my fellow castaways, I can't help to feel this is a perfect day1



Donna made a special delivery to a friend of ours yesterday. She's one of the first Islaholics we met on the island and we've become good friends! I think she liked the calendar!
