Mainland Development & Security, Rotating Officials, Aid For Students & Fishermen, Less Lobster, Flipping Out In Isla Mujeres News Thursday March 1

Planning Ciudad Mujeres
From Por Esto After meetings between the Mayor and Juan Pedro Mercader Rodríguez, representative of INFOVAR, the Institute for the Promotion of Housing and Property Regularization, they agreed to legal procedures for the development of land in Ciudad Mujeres.  City and state officials will form a technical committee to coordinate the agencies involved with development of this area. The first work will be subdivision, then utility projects: water, sewage, electricity, basic infrastructure, and roads. The law requires that  public services be in place first and and that housing lots should not be delivered without utilities. It was also agreed at this meeting to give legal recognition to the residents who already have a letter of occupancy in regard to INFOVAR: referring to the allocation letters were issued during the administration of Paulino Adame Torres. It notes the state agency (INFOVAR) knows where those lots are located and that residents already have them, but authorities were still working to bring public services to these lands. Infovar has 100 hectares for development, with the municipal reserve this is a total of 200 hectares. (~500 acres). In 2012 they expect to begin the development of Ciudad Mujeres as an urban center with water, sewers, and electricity.
The Mayor said he is eager to have these issues resolved between the many agencies and three levels of government, so the islanders can have rights to their heritage without electoral or party politics. From Diario Q Roo


Increasing Surveillance On Mainland
The State Director of Public Security (Police), Bibiano Villa. said the continental area of Isla Mujeres is a  priority and they are adding two more patrols in trucks and intend to add surveillance cameras.From Por Esto

 Administrative Changes
Lic. Abigail Ancona Fernández, was appointed Director  General of DIF and will serve as of Public Relations Director for the township. She replaces Manuel Serrano Magaña who will become director of Enforcement (Fiscalización,). Israel Rodríguez Rodríguez, the former director of Enforcement  in now director of the Consumer Protection agency.  From Diario Q Roo. .People who have attained a bachelors degree in Mexico have Lic. with their name, which stands for Licenciada.
The Mayor wants to make it clear that these changes are not due to mistakes, but rather have to do with 'compliance cycles' (I think this refers to term limits) and the need for these positions to have continuous change because they are not allowed to be permanent positions. It is proposed to make Lic.Raciel Poot Hau the Comptroller (director of la contraloría),or a juez calificador, who is a Mediator who deals with small crimes and interacts with the people involved as well as the Police Chief, and answers to the City Council and Mayor. The Comptroller takes complaints against city officials, staff, or agencies.  From TV Isla Mujeres

553 Students Paid "Becas"
The Department of Social and Economic Development paid 371,000 pesos in  tuition assistance to students ranging from primary to university, as well as special students and athletes, for the second two months of the school year. The event took place at the sports dome in the village of Salina Chica. Of the students who benefited; 309 were primary, 89 middle school, 44 high school, 83 college, 19 with different capacities, and 9 with athletic scholarships. From Isla Mujeres Hoy & DQR.. That is 553 students and ~$30,000 dollars, which is an average of about $55/ea. I think upper level tuition is more expensive so the amounts probably vary. "Becas" are also translated as scholarships.

Fishermen Promised 10,000 Pesos
The mayor said the fishermen of the cooperatives will each receive 10,000 pesos in divided payments as financial assistance for the closed season of lobster which begins today and ends July 1. Last year it served 330 seamen and is expected to benefit 230 this year. The municipal government is asking for a report from the cooperatives concerning each mans productivity. Support will not be offered to those who have other jobs and are not active fishermen. The mayor noted that his is the first administration to support the fishermen throughout the four months of closed season for lobster. He expects this will help them respect the ban and assist their family finances. From Isla Mujere Hoy

Season Ends With Less Lobster
From SIPSE   Baltazar Gómez Catzín, a union leader for fishermen, said that among all the boats in his guild, no one caught 200 kilos of lobster in February, which is unprecedented. He considers this season a failure with decreased totals of 20 tons of live lobster and 30 tons of tails. This is 30% less than last year when the totals were 30 and 40 tons.
